Inclusive Community: The Fee Assistance Program
Creating an inclusive community is one of outcomes in the Strategic Plan, and programs like Fee Assistance are essential to making that vision a reality.
In our vibrant city, opportunities for recreation, arts, and culture are not just amenities but essential components of a thriving community. For many, participating in these activities is a way to enhance physical health, explore creativity, and build meaningful social connections. However, for some citizens, financial barriers make accessing these opportunities challenging. That’s where the Fee Assistance Program comes in, bridging the gap and ensuring that all community members, regardless of income, can engage in a fulfilling, active lifestyle. The program doesn’t just open doors to recreation, arts, and culture. It also provides access to transit services, enabling participants to travel to and from these activities. Individuals who are approved for the Fee Assistance Program qualify for the Transit Fare Assistance Program should they require access to transit as well. This comprehensive support makes it easier for individuals and families to engage with their community, attend programs, and participate in events without worrying about the cost of transportation.
This program's success is a testament to the power of collaboration. In 2023 alone, 24 referral agency partners played a crucial role in connecting those in need with these vital services. These partnerships accounted for nearly 39% of all enrollments in the Fee Assistance Program, helping approximately 1,900 individuals out of the total 4,911 who benefited last year.
Empowering Lives: Real Stories of Impact
One participant, a recipient of Assured Income for the Severely Handicapped (AISH), was struggling to access fitness equipment needed for physical therapy. Light workouts were a key part of their recovery, but without affordable access to a gym, progress was at risk. Through the Fee Assistance Program, this individual now has the opportunity to continue their fitness journey, accessing the gym regularly and maintaining the physical activity that is so critical to their health.
Another story of hope comes from a single parent who recently moved into their own apartment with their young child. As they worked tirelessly to provide a stable home, they found themselves struggling to make ends meet. The Fee Assistance Program offered them a lifeline, allowing them and their child to enjoy recreational activities together. For this family, it was more than just financial support—it was a way to bond, create precious memories, and build a sense of normalcy during a time of transition and growth.
A third story highlights a young family whose child was recently diagnosed with autism. To provide the care and attention their child needed, one parent left their job, reducing the family to a single income and pushing them below the low-income cut-off. The Fee Assistance Program provided them with the opportunity to access recreation facilities and transit services, giving their child a chance to play and be active without the burden of additional expenses. For this family, it was a beacon of hope during a challenging time. “To give our child some fun in the middle of all the chaos lately is amazing,” they shared.

These stories highlight the profound impact that access to recreation, arts, culture, and transit can have on individuals and families facing financial challenges. They also underscore the importance of the City’s investment in the Fee Assistance Program and the invaluable role of our 24 referral agency partners. Together, we are building a community where everyone has the opportunity to lead a healthy, active, and creative life.
